Local hospital network celebrates multiple Leap Day babies - WHIO

Kettering Health Network welcomed multiple babies born on Leap Day this year. 

Six babies were born across the network on Saturday.

WHIO spoke with one couple who celebrated the birth of their daughter, Isabella.

“I did not want a leap year baby at all.” said Kayla Dixon, Isabella’s mother. “My family celebrates birthdays really big, so I’m just thinking what day do you pick?”

Isabella’s father, Carson Dixon, has come up with a plan. 
“The plan for birthdays is to try and celebrate on February 28th, and when the leap year rolls around, try to have a big celebration.”

YouTube TV will keep streaming Fox RSNs and YES Network during negotiations with Sinclair - The Verge

Sports fans don’t have to worry about their local teams disappearing from YouTube TV after all. Not yet, anyway. Last night, YouTube tweeted that it has agreed to a temporary extension with Sinclair Broadcast Group, which now owns many Fox-branded regional sports networks (RSNs) and the YES Network, to keep those channels in its lineup as the two sides hammer out a longer-term carriage agreement.

Earlier in the week, YouTube TV emailed customers to notify them that the sports networks would likely be leaving the service on February 29th due to stalled talks on a renewal. “This is a reflection of the rising cost of sports content,” the company said in a follow-up tweet. “You may have noticed several other TV services have also decided to remove FOX Regional Sports Networks from their lineups.” (Dish’s Sling TV and FuboTV are the services referenced there; Sinclair’s networks remain available on Hulu with Live TV and AT&T TV Now.)

Sinclair fired back and claimed it was offering YouTube “the best terms under which their competitors carry our regional sports networks. Unfortunately, they alone decided to drop these channels citing ‘rising costs’ despite our offer to actually lower the fees they pay us.” Sinclair also mentioned that it offered YouTube an extension but hadn’t heard back from the company about it. Now that extension is in place. “We’ll be sure to share an update as soon we we have more info on a potential timeline,” YouTube said last night.

Of course, keeping all of that programming available for sports fans might mean a higher monthly subscription for everyone in the near future. YouTube TV currently costs $49.99 per month.

YouTube TV warns customers it might lose Fox’s regional sports networks and YES Network - The Verge

YouTube TV is about to lose a decent chunk of sports programming. Today, customers of the streaming TV service received an email alerting them that Fox’s regional sports networks (RSNs) and the YES Network will no longer be available as of February 29th. YouTube TV and Sinclair Broadcast Group, which owns all of the networks involved here, have been unable to reach a new carriage deal. Unfortunately, as is usually the case in these situations, that means customers are in for a very abrupt cutoff come Saturday. Live, on-demand, and even DVR’d content from the Fox RSNs and YES will all be gone.

[Update: YouTube and Sinclair have agreed to an extension to keep the sports programming available to YouTube TV customers.)

“Please know that we do not take this decision lightly,” YouTube wrote in the email. The company seems prepared for some cancellations as a result of this latest streaming rights dustup. “We value your membership and will continue to strive to build the best streaming experience possible.”

In a tweeted statement, YouTube TV spelled out that “the rising cost of sports content” is squarely to blame. (YouTube TV will continue to offer other sports programming including ESPN networks, MLB Network, NBA TV, sports networks belonging to NBC and CBS, and more.) But some subscribers are inevitably going to be very displeased about losing live access to the games of their favorite local teams. Opening day for Major League Baseball is just under a month away.

Sinclair pushed back against YouTube TV’s explanation in an emailed statement to The Verge. “We offered YouTube TV the best terms under which their competitors carry our regional sports networks,” a spokesperson said. “Unfortunately, they alone decided to drop these channels citing ‘rising costs’ despite our offer to actually lower the fees they pay us. We also offered to continue negotiating under a short-term extension so that their subscribers could continue to watch their favorite hometown teams. They’ve not yet responded to this offer. Given the ease with which YouTube TV subscribers can drop the service and switch providers, we are surprised that they’ve chosen this course.”

Sinclair completed its purchase of the Fox RSNs from Disney last year — Disney was forced to find a new home for them by the Justice Department after its blockbuster acquisition of 21st Century Fox — and Sinclair is allowed to continue using the Fox Sports branding during a transitional phase. Here’s what Sinclair said at the time:

The RSN portfolio, which excludes the YES Network, is the largest collection of RSNs in the marketplace today, with an extensive footprint that includes exclusive local rights to 42 professional teams consisting of 14 Major League Baseball (MLB) teams, 16 National Basketball Association (NBA) teams, and 12 National Hockey League (NHL) teams.

So you can see why sports fans with YouTube TV are in for some hurt. That’s a lot of teams.

YouTube TV hasn’t indicated that any price reductions will result due to Sinclair pulling its networks. So you’re paying the same $49.99 — but now for less content. “At the very least, you have to imagine YouTube TV will be receiving lots of questions from subscribers asking about how much they intend to lower the subscription fee given that they are removing some of the most popular and in-demand programming they carry,” the Sinclair spokesperson said.

YES Network is already pointing Yankees fans to competing services like Hulu with Live TV and AT&T TV Now, with which Sinclair has deals in place. “We hope that we can reach an agreement with YouTube TV,” Sinclair wrote in an FAQ explainer. “However, based on the discussions we have had to date, we are not optimistic.” Not optimistic! Pretty blunt. Sounds like these channels are truly on the way out. Sinclair has also butted heads with Sling TV and even the sports-centric FuboTV, so YouTube isn’t alone in having a tough time making a deal and there’s reason to believe this situation isn’t as straightforward as Sinclair lets on.

Instead of raising its monthly subscription even higher to keep all of these sports networks in place, YouTube has (for now) decided to keep things where they are and hope it won’t withstand too many subscriber losses. But fans across social media are already threatening to bail and cancel the service. Since all of these streaming TV services are month to month without contracts, they’ve certainly got the option. If enough people do, YouTube will likely have to get this situation sorted out — and potentially pass those higher costs on to customers.

YouTube TV Keeps Fox Regional Sports Networks on Air as Sinclair Talks Continue - Variety

YouTube TV customers for now still have access to Fox Sports-branded regional sports networks and YES Network, after Google agreed to a temporary contract extension with Sinclair Broadcast Group while the two sides try to hammer out a new distribution deal.

YouTube TV’s carriage deal for the Fox RSNs and YES had been set to expire Friday at midnight ET, and YouTube had previously said it would drop the sports channels on Saturday, Feb. 29 after failing to reach a renewal with Sinclair, which acquired the 21 sports nets and a stake in YES Network from Disney last year.

The TeamYouTube account on Twitter said in several updates Friday night and Saturday morning that it agreed to a temporary extension with Sinclair to keep the Fox RSNs and YES available during deal talks. “We’re waiting for an update on the agreement we’re working on with them,” TeamYouTube said in one tweet.

YouTube previously confirmed that it would not cut the price of the $50-per-month TV package in the event the Fox RSNs went dark. “We don’t have plans to lower the cost at this time – this change is a reflection of the rising cost of sports content,” the Google-owned video service said. A Sinclair rep said Thursday that the broadcaster had offered YouTube TV “the best terms under which their competitors carry our regional sports networks.”

Such carriage fights have been part of the pay-TV landscape for years — and sports networks in particular are the priciest properties on the dial. The YouTube-Sinclair public spat comes after Dish Network dropped the Fox RSNs from satellite and Sling TV lineups in July 2019 and Fubo TV cut them from its subscription-streaming service in January.

A Sinclair-hosted site, keepmyhometeams.com, provides info on how sports fans can switch providers if their pay-TV service has dropped the Fox RSNs. YES Network, whose owners include Sinclair, the New York Yankees and Amazon, put up its own page about the YouTube TV situation here.

YouTube TV had over 2 million subscribers at the end of 2019, according to Google. The streaming service includes 70-plus channels including ABC, CBS, Fox and NBC (with all four in 98% of U.S. markets), plus cable nets including ESPN, HGTV, TNT, AMC, Food Network, CNN and Fox News.

Sinclair acquired the 21 Fox regional sports networks from Disney, which was required to divest the RSNs as part of securing Justice Department approval of its deal for 21st Century Fox’s film and TV businesses. Under a separate pact with Disney, Sinclair acquired an interest in YES Network, which carries New York Yankees and Brooklyn Nets games.

Meanwhile, Sinclair is also currently the midst of renegotiating an RSN deal with Comcast. Sinclair earlier this month launched Marquee, a new sports networks for the Chicago Cubs, for which it says it has carriage deals with more than 40 distributors including DirecTV, Charter, Hulu and AT&T TV Now.

The Sinclair-owned Fox Sports regional networks serve as the TV homes for 15 MLB teams, 17 NBA teams and 13 NHL teams. The 21 RSNs are: Fox Sports Arizona, Fox Sports Carolinas, Fox Sports Detroit, Fox Sports Florida, Fox Sports Indiana, Fox Sports Kansas City, Fox Sports Midwest, Fox Sports New Orleans, Fox Sports North, Fox Sports Ohio, Fox Sportstime Ohio, Fox Sports Oklahoma, Fox Sports Prime Ticket (L.A.), Fox Sports San Diego, Fox Sports South, Fox Sports Southeast, Fox Sports Southwest, Fox Sports Sun, Fox Sports Tennessee, Fox Sports West and Fox Sports Wisconsin.

Build a Network — Even When You Don't Think You Need One - Harvard Business Review

Many smart, successful “lone wolves” pride themselves on their self-sufficiency and lack of a network — at the same time as they long for one. Intellectually, they recognize the benefits of networking, and know they should do it. But they’ve achieved their current status on the strength of solo (or near solo) efforts, and adjusting their mindset and behaviors can be challenging. If you’ve avoided networking in the past because of lone-wolf tendencies, the author offers four strategies you can use to reframe the process and turn it into something you actually enjoy doing.

There are plenty of reasons professionals don’t network enough. We’re all busy. Some have stressful family obligations. Others are introverts who don’t take to the process naturally. Of course, you can find time-efficient ways to connect with others and learn new techniques that will make you more comfortable — if there’s sufficient will to change.

But in my work coaching high-level executives, I’ve come to realize that many of the professionals who have the hardest time building a network are those who view themselves as “lone wolves” who have succeeded on their own merits and don’t rely on others. Intellectually, they recognize the benefits of networking, and know they should do it. But they’ve achieved their current status on the strength of solo (or near solo) efforts, and adjusting their mindset and behaviors can be challenging.

If you’ve avoided networking in the past because of lone-wolf tendencies, here are four strategies you can use to reframe the process and turn it into something you actually enjoy doing.

Understand what networking is — and isn’t.

Many of my “lone wolf” clients are highly intelligent and pride themselves on their ability to observe and stand outside of social conventions. Yet, they’ve let themselves fall into the trap of creating a “straw man” around the concept of networking, disdaining the process because they equate it to a slimy, classless transaction. As Harvard Business School professor Francesca Gino has shown, many professionals find that kind of networking dirty — and rightly so. But that’s only one, highly caricatured variety of networking. When we reframe the activity as a way of making interesting friends for the long-term — a goal most intelligent lone wolves would prize — it becomes far more appealing.

Identify people you truly respect.

In addition to qualms about the process of networking, many lone wolves — whether they’d admit this openly or not — have concerns about the people involved. They may have attended “networking events” in the past filled with low-level aspirants eager to swap business cards, and assume that’s the “kind of person” who networks (while failing to recognize that cattle call, cocktail party mixers are only one variety of networking — and an ineffective one, at that). Certainly, there are other professionals that lone wolves respect, but they’re few and far between.

That’s why I have my lone wolf clients create a “wish list” of people they’d like to connect with, even if it’s unclear how to do so. Clarifying who these people are — a respected author, a senior executive colleague, a thought leader in one’s field — help illuminate possibilities (a shared LinkedIn connection, or the fact that you’re both attending an upcoming conference). Most importantly, it helps demonstrate to the lone wolves that there’s reason to be excited about networking, because the payoff is meeting interesting people — not fending off the grasping hordes.

Recognize how a lack of networking may be holding you back.

Lone wolves know that networking is supposed to be useful in general, but are often unclear on how it could help them, since they’ve been successful heretofore without exerting any effort in that area. But at a certain point, this lack of attention begins to hinder their professional progress. I advise my clients to take a short self-assessment to gauge the strength of their network, and see where they may need to focus their efforts.

For instance, one of my clients had built impressive credentials, but wasn’t able to become a member of an elite professional group because she needed peer recommendations to join — and she didn’t know anyone in the group. We developed a thoughtful strategy to build these relationships over time and she eventually gained entry, but it took much longer than it would have if she had been connecting with her professional colleagues in small ways over the years.

Identify your vehicle for networking.

If you live in a large city, the opportunities may be obvious — hosting networking dinners or simply inviting colleagues to coffee when they come through town. But even if you’re based in an out-of-the-way location, there are strategies you can use to meet the interesting people you’ve identified above. One of my executive coaching clients — to his great surprise — landed a video interview with a Nobel Prize winner who agreed to be interviewed for a publication my client wrote for.

But even if you don’t write for a media outlet or industry publication, you can often connect with prominent and fascinating people by interviewing them for your own blog or podcast. Or if you share a commonality like being part of an alumni group or professional association, you can sometimes simply suggest a “getting to know you” call as colleagues. You might also identify one or two key conferences per year and concentrate your networking meetings aggressively during that period.

Many smart, successful lone wolves pride themselves on their self-sufficiency and lack of a network — at the same time as they long for one. By applying these strategies, which remind them why building connections is desirable and shows them how to do so in a way that doesn’t feel phony, even the most committed soloist can start to build a meaningful network.

New Stewardship Network Celebrates Growing Momentum on Conservation in Agriculture - Environmental Defense Fund

(SAN ANTONIO, TX) The National Corn Growers Association and Environmental Defense Fund today launched the Success in Stewardship Network at Commodity Classic to celebrate and accelerate the use of agricultural conservation practices on U.S. corn farms.

The network will showcase success stories from the many farmers and state-level programs putting stewardship into practice, with the goal of building an ever-growing network of corn farmers who are also conservation leaders. Today, NCGA and EDF recognized the Minnesota Corn Innovation Grant Program and the Illinois Corn Precision Conservation Management Program for their farmer-supported efforts to deliver clean water, healthy soils and farm profitability.

“The Success in Stewardship Network will break down the notion that conservation is only for an elite group of farmers,” said Callie Eideberg, director of agricultural policy and special projects at EDF. “Practices that protect the land and water and increase climate resilience are more prevalent than many think, and this network will bring farmers and agricultural organizations together to continue making conservation commonplace.”

“Farming practices are rapidly evolving with sustainability in mind. We have reached a tipping point where we have an opportunity to begin recognizing corn farmers more broadly for their efforts to stay productive and profitable, manage the challenges of climate change, all while accelerating sustainable farming practices,” said Kevin Ross, NCGA president. “A regular drumbeat about the value and importance of stewardship and local examples can drive this movement.”

The network will celebrate and connect the farmers and programs that are already driving change with proven conservation practices. This is not an annual award program, but rather an ongoing recognition initiative for all farmers who meet the initiative’s criteria.

“2019 was an undeniably difficult year for U.S. agriculture, but the first programs to be recognized by the Success in Stewardship Network exemplify how stewardship can create bright spots even in the midst of difficult times for U.S. farmers,” said Eideberg.

Minnesota Corn Innovation Grant Program

The Minnesota Corn Innovation Grant Program from the Minnesota Corn Growers Association allows farmers to test their ideas and examine how those ideas might be replicated on other farms. To date, the program has invested nearly $600,000 in farmer-led research projects about nutrient management and water quality improvements.

“This program is grower led and grower funded, with the mission of identifying novel solutions that promote environmental responsibility while being practical,” said Bryan Biegler, a board member with the Minnesota Corn Growers Association. “In the first four years of the program, projects have included novel approaches to cover crop systems, state-of-the-art drip irrigation for spoon-feeding nitrogen and evaluating variable-rate nitrogen programs.”

Illinois Corn Precision Conservation Management Program

The Precision Conservation Management (PCM) program from the Illinois Corn Growers Association is a farmer-led effort to address natural resources concerns across five watersheds in Illinois and Kentucky on a field-by-field basis and in a financially viable way.

“PCM is farm-centric, data-driven and farm-specific, utilizing aggregated and anonymized farmer data to serve farmer needs in a way that demonstrates how conservation practices affect both society and farm income,” said Travis Deppe, director of Precision Conservation Management. “This program is promoting real change for all farmers in Illinois and Kentucky thanks to the hard work of our Precision Conservation Specialists and the willingness of our farmers to try new practices and measure their results. To date, 325 farmers and 300,000 acres have been enrolled in the water quality program.”

How to get involved

We encourage any stewards who participate in a recognized program or adopt conservation measures on their own to become part of the network.

Those who are selected will gain networking and learning opportunities, as well as free membership in state corn grower associations and NCGA.

Blockstack anchors to Bitcoin network with new mining algorithm - ZDNet

A proposed new mining algorithm, Proof of Transfer (or PoX), intends to become a key tool in realizing a user-owned internet and the promise of a secure Web 3.0.

New York-based decentralized computing network Blockstack PBC unveiled the mining algorithm to anchor its network to the Bitcoin blockchain -- a list of records called blocks, linked using cryptography. Blockstack's network lets developers build applications that put users in control of their personal data. The framework supports over 400 decentralized applications, including solutions for blogging, fundraising, and creative collaboration.

If adopted as part of the new blockchain proposals comprising Stacks 2.0, expected later this year, Blockstack would combine Proof of Transfer with Bitcoin to enable new possibilities for developers building a user-owned internet.

The Stacks 1.0 blockchain operates as a "virtual blockchain" on top of Bitcoin. Each transaction in the Stacks 1.0 chain is also a Bitcoin transaction. All data of a Stacks transaction is encoded within the metadata of a Bitcoin transaction.

Mining mechanisms used by these algorithms are divided into proof-of-work (nodes dedicate computational resources) and proof-of-stake (nodes dedicate ïŹnancial resources).

The intention behind proof-of-work and proof-of-stake is to make it practically unfeasible for any single malicious actor to have enough computational power or ownership stake to attack the network.

With proof-of-work, a miner does "work" that consumes electricity and is rewarded with digital currency. The miner is, theoretically, converting electricity and computing power into the newly minted digital currency. Bitcoin is an example of this PoW blockchain.

With proof-of-stake, miners stake their holdings of a new digital currency to participate in the consensus algorithm and bad behaviour can be penalized by "slashing" the funds of the miner.

Proof of Transfer is proposed as part of Blockstack's anticipated blockchain Stacks 2.0, expected to be launched in Q2 2020. Proof of Transfer generalizes the concept of proof-of-burn.

It uses the proof-of-work cryptocurrency of an established blockchain to secure a new blockchain. However, unlike proof-of-burn, rather than burning cryptocurrency, miners transfer the committed cryptocurrency to other participant(s) in the network. 

Developers would be able to use Proof of Transfer to launch new blockchains that are anchored in Bitcoin's security.

PoX can give incentives to earn Bitcoin rewards to participants of new blockchains, which can potentially be used for use cases like consensus participation, ecosystem developer funds, and incentives for specific users.

To participate in the leader election process to mine a new block and earn tokens on the Stacks blockchain, PoX requires miners to commit Bitcoin (BTC) as a substitute for native Proof-of-Work.

PoX allows network participants to earn BTC rewards by actively participating in the consensus algorithm. 

Consensus algorithms for public blockchains require computing or ïŹnancial resources to secure the blockchain state. Miners process and secure each block transaction on the blockchain.

In 2019, Blockstack became the first company in the US to receive SEC qualification for its digital token offering. The company is funded by Union Square Ventures, Y Combinator, Lux Capital, Digital Currency Group, Naval Ravikant, and others.

Dusk Network Plans to Tokenize Equity for Thousands of Dutch Companies - CoinDesk - CoinDesk

Security token platform Dusk Network says it will tokenize shares for thousands of small and medium-sized enterprises (SMEs) in the Netherlands and the broader Benelux region.

The Amsterdam-based company announced Thursday it has partnered with Firm24, one of the region's largest shareholder registries, and will use blockchain for an automated infrastructure that could introduce market efficiencies and transform how shares, that are not publicly listed, are traded.

Blockchain infrastructure provider LTO Network will also provide an interface between Dusk and Firm24 to link off-chain activities to the blockchain system and manage procedures that require approval from a notary.

Dusk Network's business lead and director, Jelle Pol, told CoinDesk there were clear advantages in moving shareholder registries and operations onto a distributed ledger. For example, tokenization creates a new secondary market for investors to trade shares and having all the information in one place makes it easier for companies to monitor who owns their shares.

"Across the board, we're definitely seeing these efficiency gains and especially also on the corporate side, the amount of data that they're able to leverage additionally just opens up more custom-tailored services," Pol explained.

Shareholder registries are essentially records of all the individuals and entities that own shares in a particular company and are supposed to be updated on an ongoing basis. However, that can be a laborious process, and in the EU notaries were required to sign off whenever share ownership records changed.

Although the process has significantly improved in recent years, with notaries placed in a more supervisory position, there are still recurring problems in keeping track of who owns company equity. For smaller companies that aren't publicly listed, paying out dividends and organizing shareholder votes can be next to impossible.

This is a problem that Firm24, which has more than 35,000 SMEs from Belgium, the Netherlands and Luxembourg (known as the Benelux region), hopes to address with the new partnership.

As many smaller companies aren't publicly listed on exchanges, trades that take place in the secondary market happen privately. Cap table management breaks down because no one, not even the issuer, is made aware these trades have taken place. Even when they are recorded, they usually use a different notary which makes it hard to create and maintain a single source of truth.

“For almost a decade we have been bringing automation to everything related to the company incorporation procedure," said Firm24 CEO Martijn Migchelsen. "Thanks to Dusk and LTO we are now ready to deploy our Tokenized Share Register, automating corporate actions, and lay the foundation to connect our customers directly with the world of alternative finance.”

Pol said that in initial discussions with Firm24 they had initially envisaged Dusk as an "administrative mirror." But as they started "playing around with it," other potential use cases arose. As well as cap table management, the firms also realized they could create tokenized representatives of share certificates that could be freely tradable on the platform.

Tokenization – either a representative of paper equity or a fully digitalized security – creates significant cost and time efficiencies, Pol said. Dusk estimates SMEs can save anywhere between 20-30 percent on costs associated with the production and distribution of documentation and proposals. In the case of dividend payouts, blockchain technology can take costs down by as much as 90 percent.

Dusk could tokenize stock for public companies, but Pol suggested SMEs had the most to gain from using blockchain technology. One of the key challenges brought up by SMEs is the difficulty in accessing new capital. Tokenization, Pol said, can broaden the investor pool, allowing companies to raise funds from retail investors and institutions outside of their immediate network.

A Dusk spokesperson said the company expects the platform to go live in Q2 2020. After that it plans to tokenize as many as 10,000 newly incorporated companies by the year's end, as well as start work on tokenizing an estimated 25,000 companies that are already incorporated. Registered firms are able to opt out of the scheme if they choose.

YouTube TV loses YES Network, Fox Regional Sports Networks amid dispute with Sinclair - syracuse.com

Bad news for cord cutters who love sports.

YouTube TV announced Thursday that it will not longer carry Fox Regional Sports Networks and the YES Network due to a dispute with Sinclair Broadcast Group. The two sports networks will no longer be available live, on demand or recorded on the Google-owned streaming service.

“Please know that we do not take this decision lightly. We value your membership and will continue to strive to build the best streaming experience possible,” YouTube TV said in a statement.

“This is a reflection of the rising cost of sports content. You may have noticed several other TV services have also decided to remove FOX Regional Sports Networks from their lineups,” the platform added on Twitter. “Thank you for your membership as we strive to build the best possible streaming experience for you. You will receive an email today if you’re impacted by this change.”

According to Bleacher Nation, other sports networks are being dropped from YouTube TV in other markets, including the Marquee Sports Network for Chicago Cubs fans. The YES Network, which Sinclair owns a 20 percent stake in, carries the New York Yankees and other New York sports teams, including the NBA’s Brooklyn Nets, the WNBA’s New York Liberty and the MLS’ New York City FC.

Sinclair is the nation’s largest owner of local television stations, including CNY Central’s NBC 3 (WSTM-TV), CW 6 (WSTQ) and CBS 5 (WTVH) in Syracuse.

It’s unclear if a deal will be reached before the 2020 Major League Baseball season begins.

Superior Survey Seeks To Gauge Support For Fiber Network Installation - Wisconsin Public Radio News

Superior officials are asking residents to take part in a survey to gauge support for building a city-owned fiber network to provide high-speed internet.

The city is moving forward with the idea because it says residents have been paying too much for "mediocre" internet access. 

Tylor Elm, a Superior City Council member, said the city is exploring installation of fiber infrastructure that could be used by multiple internet service providers (ISP), emphasizing the city wouldn't provide the internet service.

"The concept behind this … is with having multiple ISPs on that single fiber connection it fosters competition and lowers the prices," said Elm.

Elm said Superior wants to lower the cost of internet access by 30 percent for residents and businesses, as well as improve services for economic development, health care and education. 

The city is working with Salt Lake City-based consultant EntryPoint Networks on the survey, which will collect information about residents’ satisfaction with their service and speeds. Superior’s Finance Committee has also directed city administration to come up with $18,000 for the company to research the cost and location of installing fiber. 

City and company officials feel broadband infrastructure should be approached in the same manner as building roads, said Devin Cox, vice president of business development for EntryPoint. 

"If we were to manage our road systems the way we manage our communication networks today, that would mean that we would privatize everything," said Cox. "And, UPS would build their road system to every home and business, and FedEx would build a road to every home and business. And, UPS trucks would not be allowed to run on FedEx roads or vice versa."

Cox said the current system can allow monopolies or duopolies to occur in remote areas. Superior wants to have local control of the infrastructure.

However, internet service providers like Superior-based AirFiber are skeptical of the city’s plans. AirFiber CEO Shawn Hanson said it’s difficult to say whether he would support the setup without details, noting he would be concerned about a loss of control over maintaining infrastructure and reliability. 

Hanson also pointed to Lake County, Minnesota, which received $66 million in financing from the federal government to build a fiber network. But, the county faced major obstacles from communities and existing providers, eventually selling its network Lake Connections to Zito Media for $8.4 million to satisfy its remaining debt.

"If it sounds too good to be true, be careful," he said.

In Wisconsin, Madison pursued a public-private partnership to provide low-cost internet, but the city cut ties with the company providing the internet service. The city of Sun Prairie also built a fiber network that it later sold to TDS Telecommunications Corp.

Tom Moore, executive director of Wisconsin Cable Communications Association, said he’s aware of a handful of cities that have pursued similar networks, including the village of Jackson, city of Antigo and city of Reedsburg. He said Reedsburg, which has a video and broadband network, has been successful due in part to poor service in the area. 

"I think there's unique reasons when they actually work," said Moore. 

Charter Communications, a major internet provider in Superior, noted the city has several options for internet service, said Kim Haas, senior director for regional communications.

"Our approach is to own, manage and upgrade the networks over which we provide service to our customers," she said. "This is how we ensure customers are getting the very best services in technology."

She added the company has made significant and continuous investments in the city, noting Charter currently provides speeds of 100 megabits per second at a regular price of $65.99 per month. The Federal Communications Commission considers broadband internet a minimum download speed of 25 megabits per second for video streaming. 

A CenturyLink spokesperson said in a statement that it’s aware of the city’s fiber feasibility study and looks forward to seeing the results. The company provides up to 100 megabits per second in Superior with prices starting at $45 per month.

"We will continue to work closely with communities, local leaders and policymakers on creative public-private partnerships that bring high-speed internet services to more Wisconsin homes and businesses," wrote Kerry Zimmer, senior lead communications manager.

Yet, northern Wisconsin officials have been frustrated with service they deem is lacking. Superior’s Elm highlights the successes of such projects in Ammon, Idaho, that force providers to compete and gives people more choice. He noted other parts of the country are paying $50 per month or less to get 1,000 megabits per second download and upload speeds.  

"We’re getting about a tenth of that for double the cost," Elm said. 

He expects EntryPoint will provide survey results gauging interest from residents in the next couple months.

Binance Throws Weight Behind Shyft Network in 'Travel Rule' Standards Race - CoinDesk - Coindesk

Binance, the world’s largest crypto exchange group, has chosen the Shyft Network to help address a looming regulatory requirement that firms must share users’ personal data when handling digital asset transactions.

Barbados-based Shyft Network is one of an array of potential solutions to the Financial Action Task Force’s (FATF) “Travel Rule.” The name comes from the stipulation that personally identifiable information must travel with a transaction (no mean feat considering crypto transactions are pseudonymous by design.)

“Shyft stands out because they are extremely acute, and very well connected with global regulators,” said Samuel Lim, Binance’s head of compliance. “These things we consider to be very important. Of course, the underlying technology stack is core, too.”

Getting the public endorsement of Binance is a big deal for the Shyft Network, a SWIFT-like infrastructure incorporating ethereum technology. The firm hired former FATF executive secretary Rick McDonell as an adviser last October.

“We have been working with a lot of the big exchanges for the last nine months,” said Shyft Network co-founder Joseph Weinberg. “Binance is the first to publicly come out, but more will definitely be on the way.”

The FATF, a global anti-money laundering watchdog that sets rules for the G-20 group of countries, will review progress on addressing the travel rule for virtual asset service providers (VASPs) in June of this year.

But it’s still early days as far as the industry is concerned. Binance said it has been in talks with “a good four or five” candidate solutions. “Shyft is not the only solution we are endorsing but it’s the first that we are putting our brand behind. Things could change in the future but as of now, the focus is on Shyft,” said Lim.

There are a number of moving parts when it comes to meeting travel rule requirements, including creating an identity system across a universe of VASPs, the storing and sharing of personally identifiable information (PII) without compromising privacy, and agreeing on a standardized messaging or data transmission system.

Interoperability first

Whatever solutions the industry adopts, interoperability between them is a must

“If a European solution does not fit with an Asian solution, then both of them are wrong,” said Lim.

“Maybe at the start these solutions are trying to differentiate themselves and perhaps there is sort of a competing factor, or competitive advantage. But down the road, when they get big enough, they will not have much of a choice other than to be working with others to satisfy the information transfer and relay requirements,” he said.

The Shyft Network comprises three layers, explained Weinberg. The network itself is a blockchain built from a modified version of the ethereum codebase. A second layer is a smart-contract infrastructure which determines how counterparties are identified and rules about how they share data. The layer on top is where the actual data transmission happens.

Weinberg said the lower layers of the system are interoperable with other travel solution providers, mentioning CipherTrace, an advocate of certificate authorities to identify VASPs; Netki, which favors a decentralized approach; and OpenVASP of Switzerland, which also uses elements of ethereum technology.

“We have been working with OpenVASP on interoperability already,” Weinberg said. “Because the Shyft blockchain is a forked version of ethereum, you can actually deploy all of OpenVASP's smart contracts fully onto Shyft.”

Some players believe a decentralized blockchain-based approach is needed to solve the travel rule problem in a manner appropriate to crypto companies, while others would prefer to rely on more centralized systems.  

Lim of Binance was decidedly agnostic about the choice of tech.

“We are not really concerned if this runs on ERC-20, on Ripple, or on Binance Chain. It doesn't really matter. We need a cat that catches the mice. That’s the solution for us,” he said.

HGTV & Food Network Global Launches Help Discovery Secure Full-Year & Q4 Revenue Growth - Deadline

A number of global launches of HGTV and Food Network helped bolster Discovery Communications’ full-year and Q4 financial results.

The factual giant saw total revenues in the fourth quarter of 2019 grow by 2% to $2.87B, while total revenues across the year grew by 6% to $11.1B.

Net income in the last quarter increased to $476M and diluted EPS increased to $0.67 per share, while over the year net income increased to $2.1B and diluted EPS increased to $2.88 per share.

In Q4, U.S. advertising and distribution revenues increased 1% and 5% respectively; and international advertising and distribution revenues increased 5% and 10%, respectively.

The company pointed to more than 30 new country and territory launches for HGTV and Food Network that helped grow the reach of the Scripps Network. Other operational highlights included 2% growth in total share of viewing for its top 10 international markets, digital success in Europe with Dplay, TVN Player in Poland and Joyn in Germany, while TLC delivered its best year ever globally.

David Zaslav, President and Chief Executive Officer of Discovery said, “2019 was a year of promises made and promises delivered. We achieved more than $3 billion of free cash flow and brought leverage down to the low end of our target range of 3-3.5x net debt to Adjusted OIBDA. Dish Network reveals latest proposal to Altitude Sports, refutes claim it hasn’t negotiated in good faith - The Denver Post

Dish Network executive Andy LeCuyer responded Wednesday to Altitude Sports’ claim that the television provider has “refused to negotiate in good faith,” revealing an open proposal to The Denver Post that would break the months-long TV impasse.

Dish’s proposal, which would put Altitude Sports back on air within 24 hours, and also includes the streaming service Sling, is a standalone, a la carte offer to fans.

“Altitude tells us what to charge fans, and fans get to choose whether to purchase it or not,” LeCuyer said.

Altitude has said previously an a la carte option isn’t financially sustainable.

“There’s not a single regional sports network in the country that will take an at-will deal like that,” Altitude spokesman Tom Philand said. “It’s a death knell for the RSN business.”

LeCuyer said his company hasn’t heard from Altitude in months, though Philand contends they had a formal meeting with a Dish representative to discuss the proposal within the last month.

LeCuyer called the allegation that Dish hasn’t negotiated in good faith a “serious charge,” and  added that Dish doesn’t want the majority of its customers to have to pay for sports programming they don’t watch.

Dish spokesman Bob Toevs said that less than 10% of the provider’s customer base watched Altitude when it carried the regional sports network.

“The ball is in Altitude’s court and has been for months,” LeCuyer said.

Georgia Senate passes bill to get patients in-network rates if a provider goes out of network - Gainesville Times

Miller and State Rep. Terry England, R-Auburn, stepped in and were scheduled to participate in a public forum about the negotiations in late December. That forum was canceled as Anthem and NGHS neared an agreement, and the two legislators praised the agreement in a statement in January.

“Both NGHS and Anthem worked around-the-clock to keep people informed and reach an agreement that protects the community’s access to high-quality healthcare without leaving this area,” Miller and England said.

Miller said his constituents’ worries about going out-of-network with their providers brought the issue to the forefront for him. 

“We needed some structure and to revisit that issue and make sure that insurance clients are covered for a reasonable and predictable amount of time when they buy a policy,” he said. 

The Georgia Alliance of Community Hospitals spoke in favor of the legislation at an Insurance and Labor Committee hearing Feb. 20.

However, some insurers have concerns. Jesse Weathington with the Georgia Association of Health Plans said at the hearing that the bill would interfere with the contracting process.

“This is something that will impair private contracts between parties. We understand that this is an issue that is becoming increasingly prevalent,” Weathington said. 

It is becoming more common for negotiations to drag out and go past the previous contract’s expiration date, Weathington said. He said the legislation would make it more difficult for insurers to negotiate contracts.

“There would be sort of a big lump to get everything done prior to the beginning of the contract year and have everything align on a 12-month cycle,” Weathington said. “Right now, our provider contracts end where they end, depending on what month they were negotiated at the beginning of the contract term. That would be a disruptive adjustment.”

Autism Family Network announces start of Spanish autism support group - 1011now

LINCOLN, Neb. (KOLN) - For parents, an autism diagnosis can be isolating and confusing. A diagnosis in a different language only intensifies those feelings.

The Autism Family Network announced this week they are creating a support group for Latino families affected by autism.

The group will serve families in Southeast Nebraska. The network said it's important to reach these families so their kids don't miss out on important resources.

"Not being able to understand the services that exist because you don't understand the language that the resource information was given to you, that's detrimental" said Cathy Martinez, president of the Autism Family Network.

The first meeting is April 17 at 6 p.m. at 6500 Holdrege Street. Being a part of the group is free.

Nokia to offer network slicing for LTE, 5G - FierceWireless

Nokia is gearing up to offer end-to-end network slicing capabilities for 4G LTE and 5G New Radio (NR) this summer, looking to let operators take advantage of the function before they move to 5G standalone.

Nokia in its release said the capability can be deployed into existing LTE and 5G non-standalone (NSA) networks via a simple software upgrade, and then 5G SA networks later as they’re rolled out.

Network slicing is often talked about as a benefit of moving to the 5G standalone (SA) version of the NR specification (where the core no longer relies on 4G LTE), enabling logical portions or “slices” of the network to be sectioned and tailored to meet the needs of specific customers or applications. Nokia, however, said that there is still work to be finished in standardizing 5G SA slicing technology, and it will take time before the ecosystem is ready enough for wide scale deployments supporting 5G SA network slicing.

The Finnish vendor noted there are no devices yet that support full 5G SA network slicing, but millions of 5G NSA-capable and billions of LTE devices in use. The 4G/5G slicing solution is based on 3GPP and IETF standards, supports all LTE and 5G devices, and works in multivendor networks, according to Nokia.

Expected to be available by mid-year, the software provides sliced and managed connectivity from 4G and 5G devices to radio, transport, core, to applications running in both private and public networks and the cloud.  

Nokia is already trialing live 4G/5G slicing use cases with A1 Telekom Austria Group and Telia Finland. Use cases the platform can enable include consumer broadband, entertainment events, IoT, enterprise and fixed wireless access. Nokia also pointed to applications like surveillance and automation that are enabled by private wireless slicing.

These are powered by a unique SDN radio and transport slice controllers, according to Nokia. The trial includes a Nokia cloud packet core slice orchestrator to help with network deployment automation. Also included is an SD-WAN software solution to provide managed 4G/5G network slice to private and public cloud services, for example, like Amazon Web Services.

“It has been really exciting to be the first operator to conduct a live test of Nokia’s new network slicing feature,” said Jari Collin, CTO of Telia Finland, in a statement. “With slicing, we can efficiently use our spectrum to deliver seamless and reliable connectivity and also strengthen our leading IoT position with nationwide deployment of new technologies like LTE-M and NB-IoT.”

Nokia’s slicing technology aims to help operators take advantage of network slicing capabilities using their current infrastructure to deliver new services and create new opportunities for revenue.  

“For our business customers, it will be a huge advantage to be able to benefit from dedicated mobile communication services, exclusive capacities, strong data security and transmission with high reliability and low latency by integrating A1’s highly reliable and excellent infrastructure and services offering into their internal processes,” said Alexander Kuchar, Director Technology & Future Services, A1 Telekom Austria Group, in a statement. “Network slicing in 4G and extended in 5G will play a key role in allowing A1 to develop new market segments and revenue streams.
