Lightning Network Exploits Continue to Hinder the Bitcoin Scaling Solution - Bitcoin News

While bitcoin has run-up to all new price highs in 2020, a great number of crypto supporters have been complaining about the mempool backlog and the high fees needed to send a transaction. Meanwhile, the Lightning Network is far from seeing widespread adoption, and a number of attack vectors have been revealed this year.

At the time of publication, the Bitcoin (BTC) mempool (backlog of transactions) shows 113,000+ unconfirmed transactions and the backlog hasn’t been this high since 2017. When the bull run took place three years ago, transaction fees and unconfirmed transactions shot through the roof. Currently, according to bitcoinfees.cash data on October 31, the next BTC block fee is $10.77 and the current median fee is $6.43.

Even with the high fees and the mempool clog, the greater bitcoin community is still transacting mostly onchain. The Layer 2 protocol built on top of Bitcoin called the Lightning Network (LN) was supposed to ease the problems, and it was assumed people would shift to the LN solution. However, this never came to fruition, as the LN software has been considered too difficult for the average user, many apps are custodial, and there have been numerous vulnerabilities disclosed this year.

Even though the LN total-value-locked (TVL) in 2020 has been at an all-time high ($14.3M), it hasn’t come close to the over $2 billion worth of bitcoin (BTC) held on Ethereum. The attack vectors have also been making crypto advocates leery of the Layer 2 protocol, as there’s been a number of vulnerabilities disclosed. For instance, Joost Jager, an independent Bitcoin and Lightning Network engineer tweeted about one on Sept. 22.

“Lightning is great, but can’t say it is battle-tested,” said Jager. “If script kids would be interested, they could take down those shiny new 5 BTC wumbo channels with negligible cost and no effort at all.” The fact that any script kiddie could leverage the ‘griefing attack’ to take down those 5 BTC channels, with very little effort, is quite discouraging.

Moreover, the researchers Jona Harris and Aviv Zohar recently published a paper called: “Flood & Loot: A Systemic Attack On The Lightning Network,” which is similar to the griefing attack.

“One of the risks that were identified early on is that of a wide systemic attack on the protocol, in which an attacker triggers the closure of many Lightning channels at once,” explains the paper’s authors. “The resulting high volume of transactions in the blockchain will not allow for the proper settlement of all debts, and attackers may get away with stealing some funds. This paper explores the details of such an attack and evaluates its cost and overall impact on Bitcoin and the Lightning Network.”

Furthermore, on June 2, 2020, Antoine Riard and Gleb Naumenko published a paper on another Lightning Network vulnerability called the “time-dilation attack.” One scary fact that Naumenko and Riard disclose about the time-dilation attack, is that it is “currently possible to steal the total channel capacity by keeping a node eclipsed for as little as 2 hours.”

Not too long after that issue, Antoine Riard recently discussed another susceptible exploit called the “Pinning Attack.” Riard notes that to the best of his knowledge, “currently deployed LN peers aren’t secure against [certain Pinning Attack] scenarios.” One particular scenario “requires heavy, long-term work at the base layer,” Riard stressed.

The Lightning Network has been around for quite some time, but these vulnerabilities and exploits combined with how unfriendly the user experience is, it hard to imagine the second layer solution catching on.

Of course, some of the exploits are more costly than other attacks, and engineers are working on solutions to fix these issues. However, many Lightning Network skeptics don’t believe the LN protocol will ever be ready, as one individual noted on Twitter:

Even if that were a success (by 2051, with one-third of the buyers already dead of old age) Lightning Network would STILL be vulnerable to Flood and Loot attack, and trivial DDOS at the protocol level. Lightning Network is no solution whatsoever.

Two contenders for the championship of the Mountain West Conference will take the field Saturday in Week 9 action on CBS Sports Network -- including No. 25 Boise State -- as the league enters its second week of play. The Broncos travel to face Air Force in a critical tune-up before a nonconference showdown with No. 11 BYU on Nov. 6. Meanwhile, San Diego State will be looking to prove that it remains one of the league's top teams amid its coaching transition from Rocky Long to Brady Hoke as the Aztecs travel to Utah State in Saturday's nightcap. 

Both Boise State and San Diego State won last week as they opened their abbreviated conference campaigns with comfortable victories. But if they are going to meet in the conference championship game on Dec. 19 like many expect, their margins for error will be slim amid a schedule that features just seven scheduled conference games for both.

That heightens the sense of emphasis on their respective games this week, which make for a big weekend on CBS Sports Network in Week 9 of the college football season.

Bronco Sports Properties Launches Podcast Network - broncosports.com

BOISE, Idaho – In conjunction with Boise State Athletics, Bronco Sports Properties announced the launch of the Bronco Sports Podcast Network Friday, which will include a series titled Off The Blue, hosted by the Voice of Bronco Women's Basketball, Chris Lewis.

Lewis' podcast, the first on the network, will dive into Boise State athletics news and analysis and feature interviews with coaches, student-athletes, administrators and former Broncos.

The Bronco Sports Podcast will be available at BroncoSports.com, and also Apple Podcasts, iHeart Podcasts, Spotify and Stitcher.

Lewis' first podcast will feature the Voice of the Broncos, Bob Behler, and preview the Broncos' first road game of the 2020 season at Air Force.

Multiple marchers arrested, pepper sprayed in Graham at march for voting rights and justice - Elon News Network

Updated Oct. 31, 2020, at 7:24 p.m. to include information from a march attendee who was arrested.

GRAHAM — A march to encourage people to vote in the 2020 general election started off peacefully until law enforcement asked the protesters to disperse and began pepper spraying the crowd of over a hundred people, including Alamance County residents, Elon University students and children. 

The Alamance County Sheriff’s Office confirmed that two Elon students were arrested at the “I Am Change Legacy March To the Polls” in downtown Graham. As of 6:45 p.m. both students have been released on a written promise that they will show up to court, according to the Sheriff's Office. 

The Graham Police Department arrested eight people for different offenses including: resist, delay and obstruct, failure to disperse and one count of assault on a law enforcement officer.

Around 1 p.m. law enforcement used pepper spray to disperse the crowd that was gathered in front of the Alamance County courthouse. Elon News Network reporters were among those pepper sprayed.

Moments before the clash with police, hundreds were kneeling in front of the courthouse, where a 30-foot tall Confederate monument stands. The site has been a center for controversy, but has seen increased tension from recent protests against racial injustice.

According to a statement from Graham PD,  “a crowd control measure that consisted of spraying a pepper-based vapor onto the ground” was used after marchers were told to clear the road. 

The department said “the assembly reached a level of conduct that led to the rally being deemed unsafe and unlawful by unified command.”

Graham PD said that officers gave a five-minute warning on an order to disperse and then gave three subsequent warnings, which prompted them to use pepper spray when people did not disperse after the final warning.

The Alamance County Sheriff’s Office and the Graham Police Department were both present at the scene. The organizer of the event, Rev. Gregory Drumwright, was detained and arrested following the order to disperse off the county courthouse property.

“Mr. Drumwright chose not to abide by the agreed upon rules. As a result, after violations of the permit, along with disorderly conduct by participants leading to arrests, the protest was deemed an unlawful assembly and participants were asked to leave. Mr. Drumwright and participants refused to leave,” a statement released by the Alamance County Sheriff’s Office said.

According to a statement from the Graham Police Department, Drumwright was told to contact the city council in order to close the road for the march. The statement said Drumwright did not meet the deadline to petition a road closure on Oct. 13, but got a permit from the Sheriff’s Office.

“At that time the Graham Police Department provided several possible options that detailed route and rally points. None of our options included a road closure for the duration of the event due to its proximity to the voting poll located at 201 W. Elm St.,” the statement said. “A road closure where he requested, Courtsquare, would have limited access and available parking for the polling site. An agreement for road closure was not made at that meeting and Mr. Drumwright was directed to the Alamance County Sheriff's Office for the issuance of a permit to use county property at the historic courthouse as a rally location. Once we confirmed the permit was issued the Graham Police Department made provisions to provide traffic control and public safety to those participating in the march.”

The event was meant to emphasize the importance of voting in Alamance County, ending with demonstrators going to polling places in Graham, since today was the last day for early voting in North Carolina.

Shon Green one of the speakers at the march, wanted to empower young voters to cast their ballots.

“This is what we call collective power [...] maybe your vote by yourself doesn’t count [but] it’s not about my vote counting it’s about our votes counting,” Green told Elon News Network at the march. 

Green was also arrested by officers at the courthouse. He told Elon News Network that he "witnessed elderly people, children throwing up, others scared for their kids."

"I was feeling the strength of my ancestors and letting me know you're fine. Like don't stand down, don't step down to this," Green said.

The march was a dual protest taking place in two cities. On Oct. 30, a march took place from downtown Greensboro to an early voting location at North Carolina A&T State University. Drumwright, the organizer of the marches, is from Alamance County and is now a pastor in Greensboro.

In Graham, marchers started at the Wayman Chapel AME Church around 11:30 a.m. and made their way to the courthouse.

Among the marchers was Danielle Lake, director of Design Thinking at Elon University, who brought her two sons to the march. Lake said while she wrestled with the decision to bring her kids, she wanted them to “see the reality of these moments,” in as safe a way as possible. This was their first march.

“We need all of our communities to be safe for everyone,” Lake said.

Lake said there was only about “30 seconds” between when officers told the crowd to disperse from the road until she heard screams and shouts. Originally, Lake said she thought the officers were trying to make more room to set up the stage for speakers.

Lake left shortly after, saying she no longer felt comfortable being there with her sons.

Elon alumnus Shay Burnett was present at the march and said that "It was just an awful situation” in regards to how law enforcement handled the march.

"You had multiple people falling out, you had kids throwing up. Like, it was just so ridiculous," Burnett said. 

Mayor of the city of Burlington Ian Baltutis, who marched and spoke at the event, said at the march he didn't know why the marchers were pepper-sprayed. Baltutis said the five-minute warning to disperse was given after marchers were already pepper sprayed.

Networks Pledge Caution for an Election Night Like No Other - The New York Times

Batches of ballots that will be counted at different times, depending on the swing state. Twitter gadflies and foreign agents intent on sowing confusion. A president who has telegraphed for months that he may not accept results he deems unfavorable.

Television executives overseeing this year’s election night broadcasts are facing big challenges. And the world will be watching.

“Frankly, the well-being of the country depends on us being cautious, disciplined and unassailably correct,” said Noah Oppenheim, the NBC News president. “We are committed to getting this right.”

In interviews, the men and women in charge of network news coverage — the platform that tens of millions of Americans will turn to on Tuesday to make sense of a confusing vote count and learn the future of their country — made similar pledges.

Patience. Caution. And constant reassurance to viewers about the integrity of the results. “We have to be incredibly transparent all through the night with what we know and what we don’t know,” said George Stephanopoulos, who will anchor the proceedings for ABC News.

To accommodate the idiosyncrasies of this pandemic-era campaign, networks are planning tweaks to the way some election nights looked in the past.

Real-time results will be displayed in the context of the total expected vote, including the absentee and mail-in ballots that will account for a high proportion of it. The usual metric, “precincts reporting,” is tied to in-person votes on Election Day, which producers expect to be potentially misleading.

The “decision desks,” the teams of data experts at news organizations who project results, say they are not competing over who calls a race first. “We’re preparing the audience that this might not be over in one night,” said Susan Zirinsky, the president of CBS News.

And combating misinformation — be it from online mischief-makers or falsehoods from the commander in chief — is a priority, particularly in educating Americans that any delays in declaring a victor stem from care, not chicanery.

“Just because a count may take longer does not mean that something is necessarily wrong,” said Sam Feist, CNN’s Washington bureau chief. “It may not even mean that it’s a close race. We have to constantly remind the viewer that patience will be needed and this may take some time in critical states, and that doesn’t mean anything is untoward.”

That TV networks bear this burden is partly a symptom of the country’s broken information culture, in which partisan news sources and specious social media rumors can overwhelm careful journalism.

There is also open concern among Democrats that President Trump may seize on early returns and declare himself the victor, hoping that voters’ perceptions overwhelm reality.

“I don’t think we can censor the candidates,” Mr. Stephanopoulos said. “But we have to be vigilant about putting whatever comments are made in context, with everything we know about where the race stands, where the law stands, where the votes are.”

Fox News, home to several of Mr. Trump’s most loyal media allies, will receive particular scrutiny. The network’s election telecast will be led by the anchors Bret Baier and Martha MacCallum, although pro-Trump opinion stars like Sean Hannity and Laura Ingraham are likely to pop in occasionally, said Jay Wallace, the president of Fox News Media, who oversees news coverage.

Asked if he would put Mr. Trump on the air if the president dialed into the Fox control room on election night, Mr. Wallace said: “Honestly, we’d have to see what was going on.” But he called that scenario “unlikely,” in part because Mr. Trump’s preferred opinion hosts won’t be guiding the broadcast.

“I wouldn’t think he would call in, knowing that the squad is on that is on,” Mr. Wallace said. He added, “Whatever he were to say wouldn’t sway anything when it comes to what we’re counting.”

That was a reference to Fox News’s decision desk, which has a track record of independence and accuracy. Arnon Mishkin, the consultant who leads the operation, is known for holding his ground during an on-air confrontation in 2012 when the Republican strategist Karl Rove questioned his projection that Barack Obama would be re-elected. Mr. Mishkin, like vote counters at rival networks, will be sequestered from the anchor team on election night, an effort that news organizations say shields the decision desk from competitive pressures.

In 2018, Fox News was 50 minutes ahead of any other network in projecting that the Democrats would take control of the House of Representatives. (“I know a lot of listeners out there, their heads are exploding,” the anchor Chris Wallace told viewers.)

Each television network makes its own state-by-state projections. But the projections rely on raw voting data from a handful of shared sources.

One group of networks — ABC, CBS, CNN and NBC — collaborate on an exit-polling operation, administered by Edison Research. The Associated Press, which has an expansive vote-tracking effort, conducts its own count. Fox News, starting in 2018, relies on a proprietary model that draws from The A.P.

Besides the “magic wall” maps and flag-strewn graphics, the networks will trot out a few gizmos to keep viewers tuned in over what could be a long night — or week, or month. CBS News, for instance, is broadcasting from a recently built set overlooking Times Square, in the studio that housed MTV’s “Total Request Live.”

A poll by Gallup and the Knight Foundation found that more than half of Americans thought it could take a week or longer to determine the results (although Mr. Trump declared on Twitter on Friday, “The Election should END on November 3rd”). Three-quarters of those surveyed said they expected some news outlets to “rush to announce a winner.”

Mr. Oppenheim, of NBC News, said he was keenly aware of his responsibilities. “It’s possible we will have a clear outcome on election night at a reasonable hour, and I don’t want the audience to be suspicious of that,” he said. “It’s possible we won’t have an outcome for several days, or several weeks.”

In 2000, when networks twice erroneously declared a winner in Florida, Mr. Oppenheim was working as a production assistant at MSNBC. “Those of us who have grown up in the last 20 years of television journalism understand that election nights can take any number of surprising directions,” he said. “Our job is to be prepared for all of them.”

Based on my reader mail, my cookware columns are stirring up controversy in the kitchen. Here I thought last year’s mattress series crossed the threshold, but how folks feel about their slumber surfaces pales next to the practically umbilical attachment they have to their pans.

Home chefs have come out swinging skillets, defending them to their copper cores. I now know that if some of you had to choose between your eight-inch Teflon omelet pan and your mate, well, you don’t have to, thank goodness. And while I do not want to come between you and that 20-piece set of nonstick cookware you bought in 1972 during a K-Mart blue-light special, I would like you all to please simmer down. We can get through this as friends.

In case you missed the frying pan fracas, two weeks ago I covered the pros and cons of common pan materials: aluminum, stainless steel, cast iron, carbon steel, copper and combinations. Last week, I shared the four essential pans every kitchen should have. I got the scoop straight from Lisa McManus, executive editor for America’s Test Kitchen reviews, who can take the heat.

Some of you, including my husband, haven’t forgiven me for the fact that since I started writing on this topic, someone in your house ran out and spent the equivalent of a nice weekend away on new cookware. (But let’s be honest, dinners are better, aren’t they?)

Now I am jumping from the frying pan into the fire with advice on how to care for said cookware. I figured, the least I can do is make this investment last the rest of your life.

“Relationships have ended after one partner put an expensive pan in the dishwasher,” McManus warned. “The other partner feels perfectly justified saying, ‘We have nothing more to say to each other.'”

So that doesn’t happen in your house, follow these relationship-preserving tips to make sure your good cookware and relationship last:

Hand wash: Putting pans in the dishwasher will accelerate their demise and could warp them. Though a cookware maker may say pans are dishwasher safe, dishwashers are harsh environments, said McManus, who recommends handwashing.

Cool it: Do not rush your hot pan into cold water. Thermal shock is hard on metal and could warp pans and shorten their lives. A pan should be cool to the touch before you wash it. Similarly, don’t throw a cold pan on a high flame. Let it warm up gradually.

Embrace the grunge: Pans are not dĂ©cor items. Cookware that looks used is a badge of honor. “You don’t want the carpenter with the hammer that looks brand new. You want one with beat up tools,” McManus said. Although the brownness left from burnt-on oil is not bad, if you want to restore some original shine, mix Barkeeper’s Friend with water to make a paste, then scour.

Stained enamel? Though enamel-coated pans won’t acquire seasoning like cast iron, their light surfaces can darken. To restore them, make a solution of one part bleach and three parts water and let the mixture soak in the pan overnight.

Embrace the plastic scrubber: The beauty of stainless-steel pans, which often have a core of aluminum, is their durability. Handwash them with soap, scrub all you want with a plastic scrubber (steel ones can scratch the surface) and if you need to soak them, go ahead.

Season them: Cast iron and carbon steel need seasoning, which means creating a coating of oil and fat, so when the pan heats, it has a naturally nonstick surface. For pans that don’t come pre-seasoned, or that need re-seasoning, here’s one way to do it: Wash pan in warm water. Let dry completely. Spread a thin layer of melted shortening or oil over it. Put it in a 400-degree oven on a rack upside down. Put a baking sheet underneath to catch drips. Bake for one hour. Let cool, then wipe.

Don’t use soap: When washing cast iron or carbon steel pans, let them cool a few minutes, then turn the tap on hot. Rinse and scrub with a brush or plastic scrubber, no soap. Soap will strip all the seasoning you are working hard to lay down. Don’t worry about germs. The heat will kill them.

Don’t soak cast iron. If food is stuck on, use boiling water to loosen it. Rinse, dry and set it back on the warm burner to finish drying. While you can let a stainless-steel pan soak overnight, soaking cast iron or carbon steel breaks down the oils you want to preserve. Once the pan is dry, add a drop of any kind of oil, about half the size of a dime. Wipe it all over the pan until the oil disappears.

Lose the shine: Carbon steel pans usually arrive shiny and silver, but they don’t stay that way for long. With use and seasoning they turn blotchy brown and eventually black. Because these pans arrive coated with beeswax or industrial grease to prevent rusting, you need to scrub this coating off before seasoning. Rust is okay. If your cast iron or carbon steel pans get rusty, no problem. “People overcomplicate this,” McManus said. “If you mess up, just scrub the pan and start over. You can’t hurt these pans. They are very forgiving.”

As investigators probe UVM hospitals' cyberattack, IT races to repair network - WCAX

BURLINGTON, Vt. (WCAX) - Investigators continue to try to unravel who targeted the UVM Health Network’s IT system in a cyberattack Wednesday. While the MyChart patient portal remains down, private practices say the breach isn’t really causing them problems.

“As luck would have it, it really hasn’t affected our day-to-day flow,” said Dr. Thomas Bolduc with Timber Lane Pediatrics in South Burlington. They operate under the UVM Health Network, but the private practice has it’s own electronic health records system.

“All of our patient files for Timber Lane Pediatrics patients look and act the same way they did yesterday and last week,” he said. “What’s been affected is our ability to interface with the hospital.” In other words, Dr. Bolduc says he can’t dial into the UVM Health Network system to access lab results, but all Timber Lane Pediatric patient’s medications, allergies, and notes are still available.

If your health provider does use the UVM Health Network’s systems, though, they’ll face the same obstacles as the hospitals -- relying on paper copies of patient records, laboratory orders, and prescriptions. “This was a cyberattack on a network, so it was contained within a network and not sort of wider spread,” said Vt. AHS Secretary Mike Smith Friday. He stressed that while digital records enhance health care, it is possible to operate without that technology.

Governor Phil Scott says the state is aiding in the FBI investigation to determine if the breach is connected to the nationwide attacks at other health care facilities. He assured Vermonters the state’s IT network isn’t affected at all. And the governor says the attack has not interrupted COVID-19 testing

“We as a society have to weigh the efforts that technology brings with the risks that technology brings, and this exposes some of the risks. But at the same time, we can’t forget some of the things that it does. It speeds up our health care system, it makes better decisions within our health care system,” Smith said.

Network officials say it’s slow and steady progress. The IT team will be working around the clock throughout the weekend to identify the system’s issues. If you have an appointment at the hospital, officials are now encouraging you to call first to confirm it’s still on. The UVM Health Network has launched a website dedicated to providing updated information on the breach and how it’s impacting each of the six hospitals in Vermont and New York.

The first and a very important step when signing up for Dragon Network is filling out your profile, which confirms information like your major and student organizations you’re involved in, as well as the areas of interest you would like to explore as you connect with alumni.

All of this detailed information added by students will give you the best opportunity to be connected with the type of alumni you seek, said Lauren Villanueva, BA ’04, MS ’09, assistant vice president of Alumni Relations.

And you might be asking yourself, how does Dragon Network differ from LinkedIn? Villanueva confirmed that a big way is that a student’s interests will be matched by what alumni say they are “here to help with” in their own profiles, from rĂ©sumĂ© review and interview practice to speaking about industry trends and work/life balance.

Another way that Dragon Network differs from LinkedIn and other forms of online networking is that there is no passive “friending” or adding of contacts. Instead, it is built to facilitate direct outreach and meaningful conversations, all in one place.

“If you aren’t entirely sure how to navigate the networking process, Dragon Network provides a lot of helpful tools to help you start making connections right away,” Villanueva said.

ACC Announces Plans with ACC Network for Operation Basketball, Tipoff Events - The ACC

GREENSBORO, N.C. (theACC.com) – The Atlantic Coast Conference today announced its plans for the annual ACC Operation Basketball and ACC Women’s Basketball Tipoff events.

The virtual events will be televised live by ACC Network on Wednesday, Nov. 11, and Thursday, Nov. 12. ACC Women’s Basketball Tipoff will be held from 5-7 p.m. each night, while Operation Basketball will air from 7-9 p.m. both evenings.

The head coaches from each of the 15 ACC men’s and women’s basketball programs will be featured on one of the two nights as part of panel interviews hosted by ACCN’s Kelsey Riggs. One student-athlete from each program will also participate as part of roundtable discussions with Riggs as well as men’s analysts Carlos Boozer and Luke Hancock and women’s analysts Kelly Gramlich and Monica McNutt. The student-athlete lineups for both events will be announced at a later date.

As part of both events, ACC Commissioner John Swofford will participate in Q&A sessions with Riggs. He will join the Operation Basketball show on Wednesday and Women’s Basketball Tipoff on Thursday.

The ACC men’s basketball coaches will also be available for credentialed media on a preseason video call on Thursday, Nov. 19, beginning at 10 a.m., with each coach speaking for 10 minutes. Further details on this call will be announced at a later date.

The women’s preseason All-ACC teams and predicted order of finish will be announced at 9 a.m. on Nov. 10 as part of ACCN’s Packer & Durham. The men’s preseason All-ACC team and predicted order of finish will be unveiled at 9 a.m. on Nov. 11 also on ACCN’s Packer & Durham.

Two of the favorites to win the Mountain West Conference will be in action Saturday on CBS Sports Network -- including No. 25 Boise State -- as the league enters its second weekend of play. The Broncos go on the road to face Air Force in a critical tune-up before a nonconference showdown with No. 11 BYU on Nov. 6. Meanwhile, San Diego State will be looking to prove that it remains one of the league's top teams amid its coaching transition from Rocky Long to Brady Hoke as the Aztecs travel to Utah State in Saturday's nightcap. 

Both Boise State and San Diego State won last week as they opened their abbreviated conference campaigns with comfortable victories. But if they are going to meet in the conference championship game on Dec. 19 like many expect, their margins for error will be slim amid a schedule that features just seven scheduled conference games for both.

That heightens the sense of emphasis on their respective games this week, which make for a big weekend on CBS Sports Network in Week 9 of the college football season.

Friday's NFL injury and roster news for Week 8 - NFL.com

The Atlanta Falcons obtained a modicum of good news following Calvin Ridley's foot injury that knocked him from Thursday night's 25-17 win over the Carolina Panthers.

NFL Network Insider Ian Rapoport reported Friday morning that X-rays were negative on Ridley's foot Thursday night, per sources informed of the situation.

The news adds optimism to Ridley's situation. The WR will undergo an MRI to determine if he'll return next week.

The Falcons have extra rest before playing Week 9 against Denver and then have a Week 10 bye. It's possible Atlanta plays it safe and holds Ridley out until after the week off.

The best news is if the MRI confirms the initial diagnosis, the injury shouldn't keep the touchdown machine on the sideline for the bulk of the stretch run.

Ridley caught three passes for 42 yards Thursday night, suffering the injury on his final snap before hobbling off and being ruled out. In eight games, Ridley has generated 43 catches for 657 yards and six TDs.

  • New England Patriots cornerback Stephon Gilmore tweaked his knee Thursday and had an MRI after leaving practice early, per Rapoport. The injury is considered minor but his status for Sunday's game against the Bills is not yet clear, Rapoport added.

  • The Seattle Seahawks plan to sign running back Alex Collins to its practice squad next week, sources tell NFL Network's Tom Pelissero. Collins flew into Seattle on Thursday and started his COVID-19 testing.
  • The Cincinnati Bengals have signed free agent guard Quinton Spain to its practice squad, as expected. In a corresponding move, the Bengals released defensive end Kendall Futrell from the practice squad.

Navy's 'Project Overmatch' Structure Aims to Accelerate Creating Naval Battle Network - USNI News

As the Navy pursues a blueprint for its tactical data network to connect weapons and sensors across the battlefield, the service hopes the structure of its Project Overmatch initiative will help develop requirements for the new effort.

Speaking at a virtual event co-hosted by the Center for Strategic and International Studies and the U.S. Naval Institute on Thursday, Deputy Chief of Naval Operations for Warfighting Requirements and Capabilities (OPNAV N9) Vice Adm. Jim Kilby pointed to the new Project Overmatch initiative as a way for the Navy to assess its approach to finding common networks and communications to drive naval integration.

For almost two decades, the Navy has worked to link the sensors of its surface combatants and aircraft with guided weapons throughout the fleet to create an expansive tactical battle network. Now, with the Pentagon’s focus on a potential fight in the vast Indo-Pacific region, officials have emphasized the need for all the services to quickly communicate and share information across all platforms and domains.

Kilby said he expects the service’s work on Project Overmatch up to the three-star level will produce better outcomes than the “bottoms up” method of starting with requirements, working toward a program and eventually inserting the platform or capability into the network.

“That is, in essence, how do we look at our naval tactical grid — naval, not Navy tactical grid — with a thought about the joint force,” Kilby said of Project Overmatch.

“So this is [Joint All-Domain Command and Control], it’s Project Convergence with the Army, but do we have it right? And are there some things we can do differently now – big decisions – that we can drive that integration much quicker than we would normally have it occur? So we’re fairly adept in the Navy at connecting systems, point solutions,” he added. “The questions we’re asking ourself – with the force that we’re going to field – do we have the latency right? Do we have the aggregate demand signal right on the network? And is there a better way to do this?”

Chief of Naval Operations Adm. Mike Gilday signed two memos earlier this month creating the Project Overmatch initiative and placing Rear Adm. Doug Small, commander of the Naval Information Warfare Systems Command, at the helm. One memo tasks Small with creating a Naval Operational Architecture that can support the Distributed Maritime Operations concept. Small should also work to enable the infrastructure needed for common communication between various platforms and networks in both the manned and unmanned realm in all domains, according to the memo.

“Specifically, you are to develop the networks, infrastructure, data architecture, tools, and analytics that support the operational and developmental environment that will enable our sustained maritime dominance,” the memo to Small reads.

The other memo directs Kilby to speed up the Navy’s pursuit of both “the unmanned capabilities and long-range precision fires” to support Small’s work. The documents instruct Small and Kilby to each create an “initial plan” in two months and provide the chief of naval operations with updates every three months.

While the Navy has long pushed for network commonality, the service last year took the first steps toward battle network integration with the Air Force. USNI News previously reported that the two services came to a handshake deal to share targeting data and pursue JADC2.

Describing the JADC2 efforts, Deputy Commandant for Combat Development and Integration Lt. Gen. Eric Smith said that, while the services would employ different capabilities from different platforms, the objective is to move data seamlessly through all domains to enable targeting.

“First, I would say that there’s always going to be some slight difference, dissonance, whatever you want to call it, between services, as we go to Joint All Domain Command and Control. That is a requirement so that you get to – what was originally discussed as – any sensor, any shooter,” Smith said at Thursday’s event.

“And I think the Army during Project Overmatch has correctly kind of modified that in their vernacular to all sensors, best shooter, which I actually like that better. Because you want the sensing to be available to all, but it goes to – through a command and control network or an AI network – to the best shooter,” he continued. “There’s always going to be a difference between what can go on a cruiser and what can go on the back of a lance corporal who’s operating forward in the first island chain. What we talk about, though, is what is the data required to produce target-quality information? What’s the data packet look like? The form factor is going to change – whether it’s on a truck, or a ship or on a bomber or on a Marine or a soldier.”

The Navy has long acknowledged its need for a network that could pool data between ships and aircraft to conduct operations across wide maritime terrain, which led to development of the Naval Integrated Fire Control-Counter Air (NIFC-CA) network to meet this objective.But the service’s DMO and Expeditionary Advanced Base Operations (EABO) concepts envision smaller units and platforms like unmanned vessels collecting more data that would need to be transmitted to the best shooter, which could be anything from a carrier-based jet to an unmanned ship to a Marine Corps anti-ship missile ashore.

Smith said the work between the Navy and Marine Corps – which includes Deputy Chief of Naval Operations for Information Warfare (N2/N6) Vice Adm. Jeffrey Trussler and Deputy Commandant for Information Lt. Gen. Lori Reynolds – is meant to reduce the differences between the equipment the two services create and buy so that any variances are strictly because of aspects like size and weight requirements for platforms.

“It has to fit in this box because the size of a Joint Light Tactical Vehicle is X and the size of a DDG is much bigger,” Smith said, providing an example.

“If it doesn’t meet that criteria, then we at the three-star level start asking real hard questions about, well, why can’t we be the same? Because we’re looking for the same data transference, so that we hold targets at risk 24/7,” he added. “That’s what we’re all going after.”

Kilby said the Navy and Marine Corps worked together to define specific elements needed for a naval tactical grid, including how the architecture could be adaptable for other services.

“So I think that was a big step where we tried to define this at a higher level vice just a traditional requirements document for a system,” Kilby said. “Now we have to come back and say, ‘What do we think those values of are those attributes in that system? And is it flexible enough to build into the future?’”

Kilby pointed to the NIFC-CA effort, calling it the first instance where the service sought to establish requirements for multiple programs under one umbrella.

“So in order to align that from a resource and program perspective, you’ve got to throw the lawn dart far enough down to say, ‘this is what we think we’re going to do in X year in the future,’ and then set up a program to pace yourself to get there, where you can measure yourself and say, ‘yeah, we’re on track. We’re a little behind here. Or we need to apply some more resources here because we didn’t go there as fast as we could,’” he said.

“So I think that that’s what this approach with the naval tactical grid – that’s the approach we’re on to kind of lay that down in a different manner than we have in the past. I think we just have to share that with industry and be open to the fact that we may not have it solved.”

While the Navy spent years on NIFC-CA to hone integration between its own surface and aviation platforms to share targeting data, officials argue the service needs to expand its network integration to the joint force.

During a Wednesday panel at the National Defense Industrial Association’s JADC2 & All Domain Warfare conference, Fleet Cyber Command chief Vice Adm. Ross Myers emphasized the need for the services to move past individual networks to create more commonality.

“I don’t think there’s anybody that won’t say that they could use more tools and more capability, but I think where I’d rather see greater development in is the actual integration across the services to where you go to a common standard – a common standard of the data, common standard as far as the infrastructure, etc. I think there’s too many differences and too many eaches to actually have the synergy across all the services.”
