Arlington County Offers Free Class to Equip Public with Life-Saving Skills - ARLnow

The Arlington Community Emergency Response Team (CERT) will be teaching people how to respond to life-threatening situations until help arrives.

Over the course of a free, 2.5-hour class, anyone who lives, works or volunteers in Arlington can learn skills such as how to stop severe bleeding, perform hands-only CPR and provide psychological first aid. The class, “Until Help Arrives,” is part of a national campaign to teach the public how to help during emergencies from car accidents to active shooter situations.

The next hands-on training course is Saturday, April 10 from 10 a.m.-noon at 1429 N. Quincy Street, a site the county had used for drive-thru and mobile COVID-19 testing. The next virtual training will be on Apr. 29 from 6:30-9 p.m.

There has been an uptick in interest during the pandemic, said Lucía Cortés, Engagement Liaison for the Arlington County Department of Public Safety Communications and Emergency Management. That’s not to mention the recent spate of mass shootings in the United States.

“We’ve actually seen a significant increase in class interest over the past seven months, with enrollment increasing by 100% while increasing our class frequency to at least once per month,” Cortés said. “Over 160 people have attended our virtual trainings.”

Attendees will learn how to recognize violent activities, respond safely, provide immediate rescue tactics to the injured, and report them to 9-1-1, according to the county.

According to Until Help Arrives, the program emphasizes five steps for civilians to take during an emergency while waiting for medical assistance:

  1. Call 9-1-1
  2. Protect the injured from harm
  3. Stop any bleeding
  4. Position the victim so they can breathe
  5. Provide comfort

“The County’s CERT program was created in the wake of 9/11 by concerned residents wanting to assist their communities during emergencies,” Cortés said. “Since 2004, nearly 1,000 community members have completed ArlCERT training.”

CERT asks that interested people register to receive a link to the virtual event. Once registered, class attendees are asked to download the training materials and watch a prerequisite video.

Verizon snags private 5G network deal with U.K. port operator - FierceWireless

Verizon has scored its first European customer for private 5G wireless after introducing an international platform with Nokia last October. The carrier landed a contract with Associated British Ports (ABP) to equip the U.K. Port of Southampton with a private 5G network.

The Port of Southampton is a major supply chain touch point, responsible for £40 billion in U.K. exports each year. It also serves as the U.K.’s largest port for cars (handling around 900,000 a year) and cruise liners, with millions of passengers annually.

It’s just one 21 ABP-operated ports in the U.K., and according to Verizon, will be the first mainland U.K. port to boast a private 5G network.

With Verizon’s private 5G managed service solution, the network runs on the Nokia Digital Automation Cloud application platform, which also offers local edge computing.

ABP is using 5G to replace its current mixture of connectivity at the Port of Southampton, including LTE and Wi-Fi. Part of the focus is on reduced complexity, as well as reliability and security for port terminal communications. Plans call for consolidating data communications onto a single network, with deployment across selected areas in the East and West Docks of the port.

As for spectrum, ABP is making use Ofcom’s Shared Access License – part of a framework the UK regulator introduced in 2019 to make it easier for businesses to access spectrum for local connectivity. Ofcom offers low power and medium power licenses, with four spectrum bands available.

ABP initially is looking to digitalize port operations using 5G, according to an ABP spokesperson, while also expanding its connectivity footprint.

Immediately, the private network will help address the issue of losing onsite data communications because of unreliable Wi-Fi connections, Verizon said. The carrier called out 5G features of reliability, ultra low latency, throughput and security.

And soon down the line, technologies like real-time analytics, IoT, and Machine Learning can be used for new services at the port, such as asset tracking, predictive maintenance, and safety monitoring, among others.  

“Verizon’s private 5G is the foundation for a completely dedicated edge compute infrastructure, enabling ultra-low latency at the premise, higher levels of security and deeper customization for our partners,” said Tami Erwin, CEO of Verizon Business, in a statement. “Businesses such as ABP, are coming under more pressure to evolve their services at tremendous speeds in order to take advantage of new commercial opportunities. Along with Nokia, we have been able to equip ABP to take advantage of the immediate benefits private 5G offers, and most importantly prepare the Port of Southampton to take full advantage of new technology applications and real-time analytics which will digitally transform its services in the future.”

ABP hopes to roll out 5G across its other ports in the future, which will involve a competitive tender process, the ABP spokesperson noted.

The Port of Southampton private 5G network is expected to be operational by June or July of this year.

Carriers and vendors have been eyeing the private wireless opportunity for 5G – sometimes as partners, like Verizon and Nokia, as well as independently. 

During its March investor day Verizon outlined the addressable mobile edge compute opportunity, including an expected $10 billion (PDF) for the global private networks market by 2025.

The carrier also inked a partnership with Microsoft for 5G private mobile edge computing solutions last year (though the ABP win is strictly a Verizon/Nokia deal).

Ericsson has taken more of a service provider partner route than its Finnish competitor, including teaming up with AT&T on CBRS solutions for private wireless.

Nokia, meanwhile, has targeted private wireless opportunities leveraging both approaches. The vendor counts more than 220 private wireless enterprise deployment globally, and has experience in the maritime and port environment. A recent example includes a LTE/5G private deal, announced by Nokia in January, to deploy its Digital Automation Cloud at the Port of Seattle.

Outriders: How to Equip Skills - Twinfinite

People Can Fly’s latest – and hopefully greatest – game Outriders has arrived. Gamers that enjoy a brand of frantic yet tactical third-person shooting mixed with a story that has some Mass Effect Andromeda vibes should have this one on their radar. If you’re here, though, you’ve probably already started to dig in either with the demo or the main game, and are wondering how you can swap and equip your skills in Outriders.

Here’s what you need to know.

How to Equip & Swap Skills in Outriders

Outriders contains four classes, each with their own particular set of skills that make them stand out from the others. The Techomancer is more tactical, the Trickster is stealthy, the Pyromancer deals in crowd control, and the Devastator likes to get up close and personal.

As you play through the game and level up, you’ll unlock skills. To equip new skills that you get, press View on Xbox or the Touchpad on PlayStation to open up your character menu. From there, tab to Skills and you’ll see all the skills available to you.

It takes some time to unlock them all, and you need to unlock more than three to add new ones to your action bar at the bottom of the screen.

Once you do have access to four or more skills, select the skill you want to equip. Then, press and hold A on Xbox or X on PlayStation. After that, drag the skill to the one that you want to replace, and they will change places.

You can swap equipped skills in order to modify their button input by doing the same thing. Just drag and drop any of your three already-equipped skills to swap their places.

T-Mobile's Band n71 5G NR Standalone (SA) Network and How it Compares with the Operator's 5G NR Non-Standalone (NSA) Network - GlobeNewswire

Dublin, April 01, 2021 (GLOBE NEWSWIRE) -- The "5G: The Greatest Show on Earth! Vol 13: Needle in a Haystack" report has been added to ResearchAndMarkets.com's offering.

This report focuses on the T-Mobile Band n71 5G NR Standalone (SA) network and how it compares with the operator's 5G NR Non-Standalone (NSA) network. They tested in the Dallas area, as well as rural areas in Minnesota and Wisconsin.

The publisher did all the testing and analysis of the data and they are solely responsible for the commentary in the report.

Methodology: Most of the testing was with two smartphones operating in parallel. One smartphone (S20 Ultra) supported SA and the other smartphone (McLaren OnePlus or Note 10 Plus) only supported NSA. In some tests they forced the S20 Ultra to remain in SA mode even though NSA was available. They logged chipset diagnostic messages and captured scanner data to independently determine LTE and 5G NR RF characteristics.

Improved Coverage and Performance: Although it wasn't easy to find locations where the smartphone used [needed] SA, in those regions, the publisher observed 5G NR coverage which didn't exist with the NSA-capable smartphone. They also documented meaningful increases in end-user data speeds, even in cases when the NSA smartphone was using both LTE and 5G NR.

Latency Results were Mixed: The publisher measured handover times, acquisition times, RTT and web page load times. The results were mixed, at best.

Related Challenges: PDCP packet losses, especially with poor LTE coverage remain a big problem that isn't specific to any operator or vendor. Furthermore, they continue to observe smartphones camping on a low-band LTE frequency (i.e., Band 12) instead of leveraging 5G NR in another low-band frequency. The publisher is very familiar with the airplane mode feature which can trigger a different response and the desired outcome.

Sidebar Study: Because they could, the publisher drove across much of Wisconsin while testing the top three operator networks. AT&T had the fastest network (by far) while the T-Mobile network had the greatest use of 5G NR. They also captured scanner data to look at operator low-/mid-band LTE coverage and 5G NR coverage.

DNR announces network to fight invasive species - WKOW

MADISON (WKOW) -- The Wisconsin Department of Natural Resources launched the Lake Monitoring and Protection Network Wednesday, with the aim of preventing aquatic invasive species from spreading.

According to a news release from the DNR, the department will provide up to $1 million in funding annually for the statewide network. The funds will be allocated county-by-county, distributed according to the amount of surface water and invasive species presence.

"We worked with the legislature to allow a consistent base of funding for local partner programs," DNR Lakes and Rivers Section Chief Carroll Schaal said in the release. "That was the only way we could have a stable, effective statewide program."

The network funding is designed to be noncompetitive, so every participating county that needs funds will be in line to receive them.
