Amnesty launches human rights learning app to equip next generation of activists - Amnesty International

Amnesty International has launched Amnesty Academy, a free human rights learning app which aims to educate the next generation of human rights defenders on a host of topics including freedom of expression, digital security, and Indigenous Peoples’ rights.

Learners around the world will be able to access courses ranging from 15 minutes to 15 hours in over 20 languages, including Urdu, Bangla, Hungarian, Korean, Russian, Thai, Czech and Turkish. All courses can be downloaded within the app, which is available on iOS and Android devices, allowing for offline learning.

“This app has been designed to empower and encourage everyone everywhere to learn about human rights. Sharing knowledge is a vital way to help us stand up for our own and for each other’s rights, and to struggle for justice and equality all over the world,” said Julie Verhaar, Amnesty International’s Acting Secretary General.

Among Amnesty Academy’s key features is a flexible self-paced approach to learning, allowing users to start courses as and when it suits them. Learners who complete some of the longer courses will be awarded an official certificate signed by Amnesty International’s Secretary General.

The courses available on Amnesty Academy have been developed and fine-tuned over the past three years as part of Amnesty International’s human rights learning website. They have now been optimized for mobile use, making human rights learning more accessible than ever.

UVM Health Network a victim of cyberattack - WCAX

BURLINGTON, Vt. (WCAX) - The University of Vermont Health Network is now confirming that it was the victim of a cyberattack.

Officials with the health network say they are working with the FBI and Vermont Department of Public Safety to investigate the malicious attack.

Wednesday, the attack impacted patient records at UVM Health Network hospitals across the region. Officials said it did not affect patient care but some procedures were canceled.

Federal agencies reported cybercriminals had unleashed a major ransomware assault against the U.S. health care system. Independent security experts said it had already hobbled at least five U.S. hospitals earlier this week and could impact hundreds more.

In a joint alert, the FBI and two federal agencies said they have credible information of an imminent cybercrime threat to U.S. hospitals and health care providers. They say malicious groups are targeting the sector with ransomware that could lead to data theft and disruption of health care services.

Although the attacks coincide with the U.S. presidential election, there is no immediate indication they are motivated by anything but profit.

Thursday, the UVM Health Network said it will take some time to restore their systems that were hit in the cyberattack and they are working as quickly as possible to return to normal operations.

At the UVM Medical Center, some elective procedures scheduled for Thursday, 10/29, were rescheduled. The hope is to have them on Friday, 10/30.

Physician practice patients at the Champlain Valley Physicians Hospital in Plattsburgh, New York, may experience some delays, but all patient services are being maintained.

At the Alice Hyde Medical Center in Malone, New York, all patient care services are being maintained. The same can be said for the Elizabethtown Community Hospital, Porter Medical Center and UVMHN Home Health and Hospice.

At the Central Vermont Medical Center, all patient care services are also being maintained, but patients may experience delays.

WCAX News will have team coverage of the attack tonight on the Channel 3 News from 4-7 p.m.

Thrustmaster To Equip US Navy'S First - MarineLink

Thrustmaster of Texas, Inc. said it has been awarded a contract from Fincantieri Marinette Marine (FMM) for the design, development and manufacture of the auxiliary propulsion unit (APU) on the U.S. Navy’s future guided missile frigate (FFG 62). Thrustmaster will be supplying the complete APU package consisting of the 1MW retractable azimuthing thruster, controls, prime mover electric motor, variable frequency drive and steering and retraction power unit. The APU package will be designed and built to MIL-STD-901E Grade-A shock qualification.

Thrustmaster’s made in America auxiliary propulsion unit is designed and manufactured at Thrustmaster’s Houston facility. The new contract provides long term job stability for Thrustmaster’s 130 employees and the selection represents a strong reinvestment in and commitment to the American industrial manufacturing base by the U.S. Navy and Fincantieri Marinette Marine.

The FFG 62 program is the second U.S. Navy vessel class to be outfitted with Thrustmaster’s APU technology. The LCS Independence variant vessels are equipped with an 850 HP APU. The ability to operate the vessel at slow speed while providing extreme maneuverability and the enormous fuel savings that the Thrustmaster APU have delivered to the LCS Independence variant vessels will be a great complement to the FFG 62 program, although its primary function is to provide a back-up means of propulsion in the event of failure of the main propulsion system.

The new Constellation Class frigates will be built by Fincantieri Marinette Marine, with the first ship scheduled for delivery in 2026. In April the Navy awarded a $795 million contract to the Marinette, Wis. shipbuilder for the design and production of one base ship plus nine option vessels, as well as post-delivery availability support, engineering and class services, crew familiarization, training equipment and provisioned item orders, which would be worth $5.5 billion if exercised.

As the next generation of small surface combatants Constellation Class frigates will contribute to meeting the Navy's goal of 355 battle force ships. With the ability to operate independently or as part of a strike group, it will deliver an Enterprise Air Surveillance Radar (EASR), Mk 41 Vertical Launching System, and Baseline 10 (BL 10) Aegis Combat System capabilities. The ships lethality, survivability and improved capability will provide fleet commanders multiple options while supporting the National Defense Strategy across the full range of military operations.

Two of the favorites to win the Mountain West will be in action Saturday on CBS Sports Network -- including No. 25 Boise State -- as the league enters its second weekend of play. The Broncos travel to play Air Force in a critical tune-up before a nonconference showdown with No. 11 BYU on Nov. 6. Meanwhile, San Diego State will be looking to prove that it remains one of the league's top teams amid its coaching transition from Rocky Long to Brady Hoke as the Aztecs travel to Utah State in Saturday's nightcap. 

Both Boise State and San Diego State won last week as they opened their abbreviated conference campaigns with comfortable victories. Why didn’t they use a Taser?

That was one of the first questions Walter Wallace Jr.'s family and many other Philadelphians were asking after the 27-year-old was shot to death by two police officers on Monday, setting off a wave of civil unrest in West Philadelphia and across the city.

The answer is simple: The officers who opened fire on Wallace — firing a total of 14 bullets — were not equipped with Tasers.

But they should have been, along with every other patrol officer on the force, according to former Police Commissioner Charles Ramsey.

Ramsey, who served under Mayor Michael Nutter, said Thursday that when he left the post in January 2016, a four-year plan was already underway to equip all uniformed patrol officers — about 4,500 —with Tasers, then to possibly expand that to specialized units and even plainclothes officers.

“We were getting them and cranking them out,” Ramsey told The Inquirer. “The goal was to get everyone equipped with their own Tasers.”

It didn’t happen.

The process apparently stalled after Ramsey’s departure and fell far short of the original target. Today, about 2,300 Philadelphia officers now carry Tasers, leaving thousands of officers on the street without one.

“They didn’t stick to the four-year plan for whatever reason,” Ramsey said, adding that it might have been due to a lack of funding.

In the aftermath of Wallace’s death, city officials are scrambling to address the Taser shortage, with Council President Darrell Clarke telling reporters Wednesday that council is prepared to fund the department’s current five-year $14 million plan to equip all officers with Tasers, which are designed to incapacitate someone with electrified barbs.

“If they want to accelerate that plan, then they just simply have to ask for additional revenue,” Clarke said.

Videos posted on Instagram showed Lee, 31, walking toward a group of officers. Residents are heard telling police they know Lee and one person yells: “Just Tase him!”

None of the officers was equipped with a Taser.

The study, which reviewed use-of-force incidents between 2007 and 2013 in which Philadelphia police officers faced an armed person or someone who had fired a gun, found that “as more ECWs [electronic control weapons] have been distributed throughout the department, the likelihood of deadly force being used against armed persons has generally declined while the use of ECWs has generally increased.”

That analysis “offers additional support for the notion that ECWs can supplant firearms as a tool of last resort when facing armed persons,” the report stated.

In 2007, only police supervisors had Tasers, but by 2013, the department had distributed 1,766 Tasers to patrol officers, according to the study.

City and police officials have not provided an explanation for why the distribution subsequently fell off and never reached Ramsey’s original target of 4,500.

Richard Ross, who served as police commissioner from January 2016 to August 2019, could not be reached Thursday. Police Commissioner Danielle Outlaw, who took over this January, said Wednesday that she wants all patrol officers to have Tasers, but that there is no timetable for that yet. A police spokesperson said only that funding has been an issue.

John McNesby, president of the Philadelphia Fraternal Order of Police, the union that represents police officers, said Tuesday on the Dom Giordano radio show on 1210 WPHT that “not everybody is equipped with a Taser, nor are they trained.”

On the radio show, McNesby defended the officers who shot Wallace: “He ignored numerous commands, numerous orders to drop the knife, and then he lunged at them. He left the officers with no choice.”

But that’s exactly what Tasers were supposed to provide: a choice.

Hans Menos, the former executive director of the city’s Police Advisory Commission, said city officials need to prioritize the issuance of Tasers, and said it was “troubling” that the department hadn’t followed the recommendations of the Justice Department’s 2015 report.

“We have this potentially life-saving tool and it’s not standard issue,” Menos said. “We have a life-taking tool in a firearm that is standard issue.”

Menos, the incoming vice president of law enforcement initiatives at the Center for Policing Equity, which seeks to address racial disparities in law enforcement, said the Tasers could also benefit officers.

“It’s the responsibility of the Police Department to elongate the force continuum so the officers have as many options as possible before they used deadly force,” he said. “I don’t believe that any officer wants to use deadly force. It’s traumatizing.”

Tasers, of course, are not a perfect solution. They can fail to incapacitate a person, including in cases of a person who is under the influence of drugs or wearing heavy clothing. They need to be checked at the beginning of shifts to ensure that they are functioning properly. In Ventnor, in August, a Taser apparently failed to work during an encounter of a man with a knife.

“When they work successfully, it’s great. But 40 percent of the time, they do not work as expected,” said Chuck Wexler, executive director of the Police Executive Research Forum, a group focused on improving the professionalism of policing. Wexler emphasized the need for more de-escalation training for Philadelphia police officers.

Shaka Johnson, one of the lawyers representing Wallace’s family, said Thursday that he was not surprised that the officers who killed Wallace did not have Tasers. He often sees Taser-less officers at the courthouse.

“I wasn’t surprised but I was like, ‘Damn, here’s yet another one,’” said Johnson, who also represents Lee, the man with the box cutter who was shot last year. Johnson said officers in Lee’s case didn’t have Tasers, but were calling for an officer who was Taser trained.

“Tasers or some other less-than-lethal remedy has to be available to police officers. Because if the only single remedy that you have is a gun it’s hard for me to expect officers to do something other than lethal force,” Johnson said. “I think police recognize that, in terms of issuing batons and pepper spray. But a baton doesn’t do it for a person who has a knife.”
